Objectives

The objectives of this 3rd European Conference on e-Public Procurement are:
A. Comparing and discussing the approaches to transpose the New Directives 2014/23/UE, 2014/24/UE and 2014/25/UE of the European Parliament and of the Council which set up challenging deadlines for the dissemination of e-Public Procurement across Europe:

a) E-noticing with full access to procedure documents at the time of transposition; b) Full e-tendering for CPBs until 18th April 2017; c) Full e-tendering for any public contracting authority until 18th October 2018.

B. Discussing the implications of the single digital market on public procurement;

• Presenting the new advances of e-procurement available through Software as a Service (SaaS), offered by major providers;
• Identifying major macro-economic benefits due to the dissemination of epublic procurement;
• Discussing alternative strategies to simplify and to overcome e-procurement obstacles;
• Presenting e-procurement impacts on innovation and on SMEs access to public markets;
• Assessing major impacts of e-public procurement, namely on transparency and public savings;
