Naďa Voráčová

She was there in 2010 when Masaryk University in Brno switched to digital procurement and introduced dynamic purchasing systems. Today, Naďa Voráčová is Manager of Public Procurement at the University Rectorate where she is always looking for new solutions. In recent years, she has been working on supplementing DPS with framework agreements, on tenders using electronic catalogues, and on introducing an internal e-shop for the complete digitalisation of central purchasing.

Jaroslav Lexa

He’s an incorrigible optimist who believes that procurement in Slovakia can be fun and interesting as well as economically sound and within the law. He proved this, along with his team, as director of the department of public procurement at the Slovak Ministry of Labour, Social Affairs and Family, where he saved more than €5 million a year. He writes contracts, objections, articles and books, and used to also write blogs. As a trainer in the field of public procurement in Slovakia, he is able to explain to people where common sense can be found in the law. He is also a co-founder of the Slovak APUEN. Currently, he is Director of the Public Procurement Institute at the Slovak Office for Public Procurement.

Martin Daniš

Starting out is the hardest part say the wise, which is true not only in business. Martin Daniš, who started literally from nothing to set up public procurement processes at the Banská Bystrica Regional Authority, knows all about this. As Head of Public Procurement he went straight ahead and introduced the digitalisation of all public procurement, even including low-value tenders. He has been in the field for more than seven years, previously working as a consultant at VOSK, where he handled about 200 public procurement contracts, while also resolving objections from bidders.

Miloslav Matonog

Public procurement legislation is an area where there is always room for improvement. Miloslav Matonog, who has been Head of Public Procurement at the Slovak Ministry of Labour, Social Affairs and the Family since 2017, has been actively involved in its preparation through his participation in public procurement working groups. Previously, he had been engaged in the implementation of fully digitalised public procurement. His varied experience also includes overseeing tenders financed by EU funds.

Martina Klacek

When you want to digitalise public procurement, you have to do it fully. This is the motto of Martina Klacek, who, as Head of Public Procurement in Žiar nad Hronom, has been pushing for the full digitalisation of public procurement processes since 2015. Since then they can boast that they are the first local government in Slovakia to have launched public tenders through a Dynamic Purchasing System. As you know, where there’s a will, there‘s a way.

Marcela Turčanová

Marcela je CEO a spoluzakladatelkou konzultační společnosti APUEN AKADÉMIA s.r.o. a viceprezidentkou OZ APUeN SK založeného na podporu elektronizace nákupů. Ve své profesní praxi se věnuje zejména poradenské a konzultační činnosti pro dodavatele a veřejné zadavatele. Kromě toho se spolupodílí na tvorbě legislativy a aplikační praxe ve veřejných zakázkách. Také spolupracuje s neziskovými organizacemi jako je Transparency International Slovensko, Nadace Zastavme korupci nebo slovensko.digital. Má vášeň pro veřejné zakázky, proto v této oblasti s nadšením lektoruje, přednáší na mezinárodních konferencích a streamuje na youtube kanálu. Je členkou Procurement Boardu, kolektivu inspirativních nákupčích a zakázkářů.

Peter Kubovič

As an employee of the Office for Public Procurement in Slovakia, he is fully acquainted with the decisions and rulings of this centralised state administrative body. He is also acquainted with issues concerning tenders for drawing on non-repayable EU financial assistance, as well as decisions of the EU Court of Justice EU and the Slovak courts. He is one of the co-creators of Act No. 343/2015 Coll. and other amendments to the previous Public Procurement Act. In 2011 and 2017, he ran for the post of Chair of the Public Procurement Office, where he was shortlisted in the professional evaluation round in both cases.

Jiří Špalek
